Housing Capacity Analysis & Production Strategy
Oregon Statewide Planning Goal 10 Housing requires the city to conduct a Housing Capacity Analysis, otherwise known as a Housing Need Analysis, every six years. Additionally House Bill 2003, adopted in 2019, requires the City to develop a Housing Production Strategy. The City adopted the two required documents in 2023.
The Housing Capacity Analysis (HCA) includes an assessment of current and future (20 year) demand for housing units across a range of prices, rent levels, locations, housing types, and densities. The HCA then compares these needs with the community's 20-year supply of buildable residential land.
The Housing Production Strategy (HPS) outlines the specific tools, actions, and policies that the city plans to take to address the housing needs identified in the HCA and the city's plan and timeline for adopting and implementing each strategy.
Prior to developing the above documents, the city had already spent many years developing polices, tools and actions to address the city’s housing needs, which is document in the Milwaukie Housing Affordability Strategy (MHAS).
The HPS is now the city’s document for addressing our housing need.
