Balfour Park Project
Balfour Park
Balfour Park is a 0.8-acre undeveloped neighborhood park site located in the Ardenwald-Johnson Creek neighborhood at 3103 SE Balfour St. The city purchased the land in 2008 with funds from Metro’s 2006 voter-approved natural areas bond measure. The park property features unique topography and a mature tree canopy, and offers the potential for both passive and active recreation.
The 2015 master plan was development by North Clackamas Parks and Recreation District, which the City of Milwaukie is a member. The 2015 plan was recommended by Milwuakie's Planning Commission and adopted by the Milwaukie City Council.
Final Concept Plan
The City of Milwaukie worked with the community to refine the 2015 Park Master plan through a comprehensive public engagement process. Throughout 2022 the City of Milwaukie hosted two large public events, multiple online surveys, as well as focus groups with the City's Black, Indigenous, and People of Color communities to collect feedback on the previous plan. Summaries of the engagement that we received are available below as supporting documents.
The 2022 Concept Plan for Balfour Park was approved by City Council on December 6, 2022. A copy of the plan is available as a supporting document. The project is now in the design phase which we expect to wrap up by the fall of 2023.
Project Timeline
A detailed project timeline is provided on the Engage Milwaukie website.
- The first public engagement event was held on July 20.
- A second public engagement meeting was held on October 6.
- Final plans were presented to the public on November 16, 2022, at a special Park and Recreation Board Meeting.
- Final plans were presented to City Council at the December 6, regular session meeting.
- Final design and permitting are expected to be complete by the fall of 2023.
- Construction is expected to begin in early 2024 and be complete in the fall of 2024.
