Mayor Lisa Batey

Mayor Lisa Batey was born and raised in Oklahoma, and lived in a number of states and three foreign countries before settling in Milwaukie in 2002.  Soon after moving to Milwaukie, she became active in the Island Station Neighborhood District Association (NDA), in which she served variously as chair and secretary for several years, and on the Citizens Utility Advisory Board (CUAB).  Lisa subsequently served on the Planning Commission for nine years, serving as chair for the last three years, and was an elected City Councilor from 2015-2022.  She has served on the boards of the North Clackamas Watersheds Council and Celebrate Milwaukie, Inc. (CMI), the community nonprofit that oversees the Milwaukie Farmers Market. In 2018, Lisa was proud to serve as one of the founding board members of the new Milwaukie Parks Foundation. A lawyer by profession, Lisa worked for the federal government until she retired in 2022.

Lisa believes that the three Council goals in place at the end of 2022 – climate action, equity and social justice, and improving our parks system – remain essential, along with the work on the SAFE Program.  And she is very excited about the improved prospects for removal of the Kellogg dam and restoration of Kellogg/Mt. Scott Creeks to salmon-bearing streams – the grant funding moving the dam project forward makes Clackamas County delays in completion of Milwaukie Bay Park even more of a concern.  Removal of the dam and completion of Milwaukie Bay Park would be a huge step in enhancing downtown – together with the new housing already coming into downtown, these projects are sure to catalyze a more vibrant and walkable downtown. 

But Lisa feels that much remains to be done to improve livability for residents across the city as well as those who might move here in the future, such as attracting the development of more affordable housing, ensuring adequate parks and recreational opportunities across the city, working more closely with existing businesses and attracting new businesses to invest in our industrial and commercial areas, preserving historic buildings in Milwaukie, and establishing a robust emergency preparedness program.

On a personal note, Lisa wants people to know that she is deaf in her left ear, and so does not always hear someone speaking to her from the left side.  If she doesn’t respond to something said, she might not hear you – it’s always best to wave or otherwise try to make eye contact.

Duties and Responsibilities of the Mayor:

• Acts as Chair of City Council, presides over its deliberations, and has the authority to preserve order, enforce the rules of City Council and determine the order of business, subject to the rules of City Council.
• Appoints members of the various committees provided for under the rules of City Council and fills all vacancies in committees of City Council from that body.
• The mayor is a voting member of City Council and has no veto power.
• Signs all ordinances and written Resolutions and orders approved by City Council.
• Signs all instruments and writings authorized by the City Charter, the laws of the state, or City Council.
