Temporary Event Permit Application
A temporary event permit is required if an event, temporary use or sale is held on public property owned by the city or within a public right-of-way (e.g. street or sidewalk). For other temporary uses, including temporary real estate offices, construction parking, construction trailers or construction offices complete the Temporary Use Application Permit - Construction Related form which is reviewed by the Planning Department.

Application Submission: The review period can range from 30 to 90 days, depending on the size and nature of the event or temporary sale. Applications are reviewed on a first-come, first-served basis. Applicants are encouraged to submit applications as early as possible to ensure enough time is available for review. Applications may be denied if it is determined that not enough time is available to thoroughly review the request, and/or resolve any issues and concerns.
Insurance Requirements: All permitted events require a Certificate of Insurance and Additional Insured Endorsement to meet the City's rules and can be purchased from a variety of sources. Many Home-owner's policies offer coverage for an event or a special rider can be purchased to cover the event.
Food Service at Events: Any time food items are prepared and/or served to the public on public property, a temporary restaurant license is required from the Clackamas County Health, Housing, and Human Services Department. Oregon Liquor Control Commission Permits: A permit is required when alcohol is sold or served at an event. If the event is held in Milwaukie, a portion of the permit requires review by the city's police chief. Call 503.872.5070 or click here for their website.
Noise Variance Permits: When using amplified music, public address systems or drums, a noise permit or a sign-off from the Milwaukie Police Department may be required. The Noise Control Variance form is included in the application and must be completed to fulfill this obligation. The Police Department will determine if such a variance is necessary after reviewing the application.
