Milwaukie Construction Excise Tax (CET)
The City Council adopted the Construction Excise Tax (CET) Ordinance No. 2154 on November 21, 2017 and Ordinance 2190 amending the Milwaukie Municpal Code for the CET on April 21.
Background:
City Council has been working toward addressing housing affordability in Milwaukie and voted unanimously to make housing affordability its #1 council goal. Council also made decisions to increase the number of available tools to encourage additional development to help increase the supply of housing and lessen the impact of increasing housing costs to renters in the city, including an expansion of the Enterprise Zone and Vertical Housing Tax Zone. However, additional tools and resources are still needed to maintain affordability, especially considering how the city is often asked to provide incentives to developers.
Update: The CET revenue collected will be used to support income restricted housing development incentives, and for funding towards programs and activities and economic development programs as designated by City Council. Staff are in the process of developing program details to align with criteria for the program that includes prioritized funding to missing middle housing if not a multi-family development providing income restriction, longer guaranteed periods of affordability, financial feasibility, project readiness, transit oriented development and service to underserved populations.
