Community Utility Advisory Committee (CUAC)
Overview
Appointments to the Community Utility Advisory Committee (CUAC) are made by the Mayor with the consent of the City Council. Per the Milwaukie Municipal Code (MMC), the CUAC shall consist of five (5) at-large members, all of whom must be either live in the city, own a business in the city, or is pays for city administered utilities (water or wastewater). In 2023, Council appointed the citizen members of the city's Budget Committee to serve as CUAC.
In 2025, Council adopted updated bylaws for the CUAC with several changes including a name change to be the CUAC. Before the new bylaws were adopted on March 4, 2025, the CUAC was known as the Citizens Utility Advisory Board (CUAB).
The purpose of the CUAC is to advise the City Council on city utility rates and capital improvement programs through the following activities:
- Reviewing existing rate structures and capital improvement programs;
- Advise the Council on matters relating to utility rate structures and capital improvement programs;
- Promoting public knowledge and understanding of the city's utility programs; and
- Such other activities as the council may assign. (Ord. 1798 § 1 (part), 1996)
