Emma Sagor Hired as Assistant City Manager
After a competitive selection process, the City of Milwaukie selected Emma Sagor as the new assistant city manager.
“Emma’s experience working with local governments, both big and small, dedication to climate action and experience with strategic planning is a great addition to Milwaukie,” said Ann Ober, city manager. “We’re excited to add her perspective to the city’s projects we’re working on now and in the future.”
As the assistant city manager, Sagor will focus on working with North Clackamas Parks & Recreation District to fulfill the community’s expectations for Milwaukie’s parks. She will also coordinate the development and implementation of the city’s equity action plan with the equity program coordinator once the position is filled.
Most recently, Sagor worked as the strategy, data and performance manager for the Portland Bureau of Transportation where she implemented the organization’s goals of equity, climate, safety, asset management and mobility, as well as it’s transportation justice framework. She also served as the City of Portland’s climate advisor through the Bloomberg American Cities Climate Challenge, managing organizational climate justice initiatives and leading community engagement efforts for the Rose Lane Project, among others.
Before serving in Portland, Sagor worked for EnviroIssues managing a variety of local government planning and public involvement projects, including Milwaukie’s comprehensive plan update and climate action plan.
"It’s a real honor to be back working with the fantastic City of Milwaukie in this role,” said Sagor. “I’m inspired by this community’s powerful vision, proud identity and inclusive spirit. I look forward to applying my skills to help realize Milwaukie’s goals and values.”
In the city manager’s office, Sagor will oversee the events, neighborhood, community engagement, equity and communication programs.
