Milwaukie's Neighborhoods Program consists of seven officially recognized Neighborhood District Associations or "NDAs."

There are also two business industrial districts (North Industrial area and Milwaukie Business/Industrial) in the city, though they have not formally organized into associations and do not have bylaws.
The NDAs were created to improve communication between the city and the community. This communication is managed by the Community Engagement Coordinator in the City Manager's Office. Each NDA meets regularly, has its own set of bylaws, and annually holds elections in May for a Chair, Vice-Chair, Secretary, Treasurer, Land Use Committee Members, and an NDA representative on the Public Safety Advisory Committee (PSAC). Leadership Meetings:
Officers from each NDA convene quarterly to share ideas, host guest speakers and discuss common concerns.
