Project Details

This project contains several updates to 22nd Avenue and River Road, between McLoughlin Boulevard and Sparrow Street.

Updates will include:

  • Constructing sidewalks and ADA accessible curb ramps
  • Adding new crosswalk markings and bike symbols in bike lanes
  • Repaving both streets for a smoother surface
  • Relocating a water pressure control vault located beneath SE Sparrow Street and River Road

These improvements will increase safety and improve walkability of the neighborhood. It will also be easier to access TriMet bus lines 33 and 34, the Main Street MAX Station, and nearby Trolley Trail

Alerts & Updates

Update (5/21/2021):

The 22nd Avenue and River Road project is now complete.  Through this SAFE project we added 2,650 linear feet of sidewalk, 24 Americans with Disabilities Act-compliant curb ramps, and planted 4 trees.   Thanks again for all your patience and enjoy the smooth streets and new sidewalks!

Update (3/30/2021):

Paving is Scheduled for River Road 

  • Paving on River Road is scheduled for Wednesday, March 31 and should be complete within one day.  Crews will begin preparation work at 7 a.m. The weather forecast currently looks favorable for that day, but if there is any rain or the temperature is too cool, the crew will postpone the work.  
  • River Road will be closed to all traffic during paving. 
  • If you live on River Road, please read the contractor’s door notice carefully and call the phone number on the notice if you have any specific questions or concerns.

What is happening on 22nd Avenue?

  • Paving on 22nd Avenue has been completed. Thank you for your patience! The asphalt driveway approaches at several homes in the project area are scheduled for sometime during the week of April 5. The contractor’s notice will inform you if you will be affected by this. 
  • The entrance onto 22nd Avenue from McLoughlin Boulevard is slated to remain closed until the street striping--to mark the travel lanes-- is completed. This is anticipated to take place the week of April 5.

Update (3/23/2021):

Items of Note 

  • The date for the resurfacing of 22nd Avenue and River Road is still unknown. The work must be done when the weather is dry with no rain in the forecast, which is hard to determine in the spring.  Details will follow as the schedule becomes firm.
  • In-person school will resume the week of March 29. There will be busses on the road again and students walking to the bus stops. There are now sidewalks on 22nd Avenue and River Road but not on other streets in the neighborhood. Please be patient and watch for children.

Construction Schedule

  • River Road grading and sidewalk pouring continues March 22-26.
  • Trench patch paving for the utility area on River Road could begin March 22, but it is weather dependent.
  • Restoration work on 22nd Avenue should be complete next week.

Update (3/5/2021): 

The new sidewalk on 22nd Avenue has been poured!

Items of Note

  • Sometime within the next few weeks, 22nd Avenue and River Road will be resurfaced. The roads will be completely closed while the asphalt is in place and cooling, and no traffic will be allowed on the roadways until the asphalt is fully cooled, which could take several hours. Actual dates will be determined by construction scheduling and the weather.  Additional information will be available as we get closer.
  • Due to a weather delay, metal plates will remain on the road throughout the weekend on 22nd Avenue, River Road, and Sparrow Street to protect utility trenches.
  • Roads are closed to through traffic. Please be patient and allow extra drive time if you live within the construction zone.

Construction Schedule

  • Trench patch paving for the utility area is scheduled for March 8, weather permitting.
  • River Road sidewalk base preparation and form work is scheduled for March 8 - 11.
  • River Road sidewalk concrete pour is scheduled for March 12, weather permitting.

Update (2/26/2021):

We are four months into the project now and have completed all water work and the new curb along on 22nd Avenue. The stormwater work is nearly complete, as well.

Items of Note

  • City of Milwaukie residents may drop off storm debris at the Johnson Creek Boulevard Campus at 6101 SE Johnson Creek Blvd through today, Friday, February 26.
  • Current road closures are in place for 22nd Avenue, River Road, Sparrow Street, and Wren Street, and they apply 24 hours a day, 7 days a week. Please take an alternate route if you do not leave immediately adjacent to the construction area. 
  • Flaggers are working with delivery truck drivers, mail carriers, and garbage trucks to ensure that packages are delivered and waste is picked up, in spite of the challenging detour routes. Most experienced drivers know how to maneuver the area, but new delivery drivers might not be comfortable entering the area or approaching the flaggers.

Construction Schedule

  • Preparation for curb construction and catch basin work continues on River Road.
  • Sidewalk will be poured Tuesday on 22nd Avenue, or as weather permits.

Update (2/19/2021):

Items of Note

  • Roads are closed throughout the project site. Flaggers are on-site while the crew is working to direct people that live immediately adjacent to the project and have no other route to get home.
  • River Road has been ground down in preparation for the sidewalk along the east side of the street. Safety cones have been placed along the abrupt edge, and the crew has filled in the driveway approaches with crushed rock to maintain access to properties. Use caution when driving through the area.

Construction Schedule

  • Sidewalk forms are being placed so the concrete can be poured on the first day possible. Driveways along the west side of 22nd Avenue will be temporarily closed during the concrete pouring. The crew will give notice to those properties impacted. Steel plates will be used across the driveways to give access to the property when the concrete has set enough.
  • Preparation for curb construction and catch basin work will begin on River Road next week. 

Update (1/12/2021): 

Items of Note

The crew has ground down the asphalt on 22nd Avenue and there is currently an abrupt two-inch edge between the curb and the street. The roadway is closed to vehicles and pedestrians for their safety, and only residents who live immediately within the block are permitted on that section of road. Thank you for your caution. 

Construction Schedule

  • Curb work has begun on 22nd Avenue. While curbs are being poured on Thursday and Friday next week, houses on the west side of 22nd Avenue will not be able to access their driveway with their vehicle. The contractor will hang door notices for affected residents to communicate this. 
  • Sidewalk construction will begin after curb work is complete. 
  • Water work is now complete, and no more water shut offs are anticipated.

Update (12/3/2020):

  • There was an emergency waterline break on 12/1.  Thank you for being patient while the waterline was repaired
  • Storm installation work is almost finished
  • Water work has started.  There will be some water shutoffs between 12/9 to 12/15 while the water connections are made and the new pressure reducing valve (PRV) is brought online and the old PRV is removed.  Effected households will receive a doorhanger alerting them of the water shutoff.  Individual water services will be transferred from the old waterlines onto the new waterlines.  Except for a short period when water is unavailable when the transfer occurs, there should be no noticeable change to the water service. 
  • Concrete removal and grading for curbs will begin soon on 22nd Avenue
  • The 22nd Avenue temporary traffic detours will remain in place.  River Road will have flagging and detours as necessary for the work to be completed safely.

Update (11/20/2020): Here is what to expect during construction over the next three weeks: 

  • Storm water lines will be installed on the south end of River Road. 
  • Water service pipe work will be performed. There will be temporary water shutoff for residents on River Road, Wren Street, Bluebird Street, 22nd Avenue, Bobwhite Street, and Sparrow Street for periods between December 7 – December 11. Door hangers will be placed on impacted homes with the dates and times of the anticipated shutoffs.
  • Please note that traffic detours will remain in place over the weekends for the sake of consistent traffic patterns for drivers, but local access for those households directly adjacent to the construction site will be allowed.

Traffic Impacts between November 23 and December 4:

  • Nov. 20 – Dec. 4:  22nd Avenue detour
  • Nov. 20 – 24:  River Road will be closed from Wren Street to Bluebird Street.
  • Nov. 24 – Dec. 1:  River Road from the city limits to Bluebird Street will be flagged. Please expect delays.

Update (11/13/2020): Construction began this week. Below is the traffic impact schedule for the next two weeks. Work is weather dependent and subject to delays. For detailed detour maps, please refer to the Traffic Control Plans (PDF)

Traffic Impacts between Nov. 19 and Nov. 25:

  • November 16 – 25:  22nd Avenue from Bluebird Street to Sparrow Street will be closed.
  • November 19 – 20:  22nd Ave. from McLoughlin to Bluebird will be closed.
  • November 20 – 24:  River Road will be closed from Wren Street to Bluebird Street.
  • November 24 – November 25:  River Road from the city limits to Bluebird Street will be flagged. Please expect delays.

Update (11/6/2020): Construction will begin during the week of November 9 and is anticipated to be complete in spring 2021. During the first phase of work, the crew will begin bringing equipment onsite, locating existing utilities, and installing storm water lines along the north end of 22nd Ave. and the south end of River Rd.

Update (7/31/2020): Council approved the award of a construction contract with Rotschy Inc. Once the contract is signed, a preconstruction meeting will be scheduled to discuss project details and schedule. The construction completion deadline is October 15, 2021. 

Update (6/24/2020): Thirteen bids were received. Rotschy Inc was the low bid and will be presented to City Council for approval at the July 21, 2020 council meeting. Once approved, a construction contract will be signed and a preconstruction meeting will be scheduled. Rotschy Inc will provide their proposed construction schedule for approval. Update (5/27/2020): The project design is now complete. The project is out for bid for a construction contractor to complete the work. A contractor will be selected after the bid opening on June 24th. The construction schedule will be shared once it is approved. 

Update (5/05/2020): Design is nearly complete and the project is scheduled to be posted for bid soon. Construction is anticipated to begin this summer.

Update (2/14/2020): The 22nd Avenue and River Road Project Open House has been scheduled! Update (12/02/2019): 60% design drawings are complete and available for review, here. The draft plans can be found under the Downloads section below.

Update (10/18/2019): The water pressure comprehensive operational inspection has been completed. A new water pressure regulator vault will be installed in Wren Street and the obsolete water pressure regulator vault at Sparrow Street will be decommissioned.

Summer 2019 Project Fact Sheet

Update (6/09/2019): Crew members have started surveying the area to better understand site conditions. The design phase will last through early 2020, with construction anticipated to begin next summer.

There will be several opportunities for neighbors to learn more about the project. A neighborhood meeting and project tour will be held later this summer. Keep your eyes peeled for a Save the Date notice!
