Slurry Seal 2024

Milwaukie’s Engineering Department has committed to Slurry Seal over 100,000 square yards of roadway during the summer of 2024. The slurry seal is a cost-effective method of reconditioning and extending the life of asphalt roadway surfaces. The treatment will improve the overall condition of Milwaukie’s public roads. Engineering keeps track of the condition of Milwaukie’s streets through asset management software and staff inspections.

These inspections and data from past maintenance treatments are collated to generate a Pavement Condition Index (P.C.I.) for the City’s entire roadway network and reports PCI values for each street in the city. The resultant P.C.I values are used to make an informed decision to select which streets will receive slurry seal treatment.
61 street sections have been selected to receive slurry seal treatment for this maintenance project. A list of these streets and maps of the treatment area can be viewed here. 

Phase 1:

All streets that receive slurry seal must be crack sealed no more than one year before the commencement of the slurry seal project. The Engineering department is coordinating with Public Works to crack seal the project streets starting in late March or Early April of this year.
 
What crack sealing is, and what to expect. 

The streets crew will be cleaning the cracks in the asphalt and applying a sealant compound. Crack sealing work will take anywhere from one to two weeks to complete. While crack sealing takes place, travel lanes will remain open; however, all vehicles parked in the roadway need to be moved to allow the streets crew access to all areas of the roadway.  
 
Waste collection services, trash, recycling, and yard waste pick-ups will be not interrupted or postponed due to street maintenance work. A tentative work schedule will be posted to this site before the project’s start date. This schedule will show which street(s) will receive crack seal treatment on a certain date. 
This schedule may be subject to change; however, the city will commit to the posted schedule 24 hours in advance of the workday.  
 
Phase 2:
 
To maximize the available street maintenance budget, Milwaukie participates in a joint solicitation project with other municipalities to contract our Slurry Seal projects. The City of Hillsboro is the lead organizer for this project. They have advertised the multi-agency bid and will award a contract before the end of March 2024. The city of Milwaukie will announce the project’s commencement date on this site when that information becomes available.

What slurry seal is, and what to expect.

Slurry Seal is used to fill existing pavement surface defects. It is a mixture of emulsified asphalt, water, sand, and mineral filler. When first applied, slurry seal is wet and sticky and must be fully dry before vehicles, bikes or pedestrians can access the road. 

The city will coordinate with the contractor to ensure that Trash, recycling, and yard waste pick-ups are not interrupted or postponed. In addition to updates to this site, affected residents will stay informed by the contractor, who will place notices on doors 36 to 72 hours before the commencement of work. The notices will include the proposed date of the road closure and provide additional information on what to expect on the day of work. 
 
The contractor will place “No Parking” signs with the closure date along the streets where work is planned at the same time as the door hangers.
Vehicles left on the roadway on the day of work will be towed to a storage facility per Milwaukie Municipal Code 10.20.060.B7. The cost for the tow and storage will be the responsibility of the vehicle owner. The city will make every effort to locate the owner prior to towing a vehicle. If you will be out of town between *Month* *day* and *Month* *day*, please store all vehicles on your property in your absence to ensure your vehicle is not towed.
