The Transportation System Plan (TSP) is the City's long-term plan for making transportation improvements. The TSP addresses multiple modes of travel: Pedestrian, Bicycle, Public Transit, Freight, Street Network

It also identifies issues related to Neighborhood Traffic Management and Downtown Parking. By identifying and prioritizing transportation needs, the TSP guides the City's investments for improving the transportation system.

Overview
The TSP was completely overhauled in 2007. The current plan is fundamentally sound, but it needs an update to remain consistent with Metro's Regional Transportation Plan (RTP). The City has until December 31, 2013, to make the required changes.

Scope
The 2013 TSP Update is designed to make "light-touch" revisions to the current TSP, within the following parameters:

• No major policy changes—the existing plan is well organized and sound
• Extend the forecasting horizon to the year 2035—the current TSP forecasts only to 2030
• Update the various TSP maps to show the final Portland-Milwaukie light rail alignment & latest existing conditions
• Remove completed projects from the master list
• Adjust the prioritization of projects where appropriate to reflect current conditions and goals
• Add new projects that have evolved since 2007 (e.g., Kellogg pedestrian bridge and projects anticipated with the Tacoma Station Area Plan)

How You Have Been Involved
Early in the process, the City Council encouraged the Neighborhood District Associations and general public to provide feedback on the prioritization of TSP projects. From across the community, people have shared their ideas about the following topics:

A. Confirm Project Priorities

• Is the prioritization still accurate in terms of targeting the projects that are most important for improving that particular mode?
• Are there any important projects that are not listed?

B. Rank the Top Projects

• What are the top 10 projects across all modes/issues for which the Council should be actively seeking funding within the next several years?

C. Identify Other Needs

• What are the next steps for moving forward on specific transportation issues, such as doing further study or making concept plans?

On June 3, 2013, the City hosted a public meeting to discuss the community's comments and suggestions.
