Planning Projects
The Planning Department is continuously involved with projects that address the long-term evolution of Milwaukie, improving livability now, and improvements to development regulations. More information about each project is available by clicking on the project title.
CURRENT PROJECTS:
Housing Capacity Analysis/Housing Production Strategy
Oregon Statewide Planning Goal 10 Housing requires the city to conduct a Housing Capacity Analysis, otherwise known as a Housing Need Analysis, every six years. Additionally House Bill 2003, adopted in 2019, requires the City to develop a Housing Production Strategy. This work is now underway.
Comprehensive Plan Implementation
Implementation means updating the land use code to reflect the new/revised policies described in the updated Comprehensive Plan. The land use code is what makes the policies of the Comprehensive Plan a reality on the ground and gets into the details of how a policy will be implemented. The updated Comprehensive Plan has 13 sections that cover a wide variety of topics many of which will require code updates to multiple sections of the current zoning code. The code update work will be conducted in phases.
Phase 1 is complete! Implementation focused on the residential zoning districts and addressed housing, tree canopy and parking standards.

Phase 2 will include updating the City’s Transportation System Plan. Staff is in the process of hiring consultants for the project and work with the community should be underway in the fall of 2022.
