Home industry professionals have a valuable roll to play in Milwaukie's Home Energy Score program

Real estate market and home industry professionals, including real estate listing agents and home energy assessors, can help homeowners better understand the need behind Milwaukie and Oregon Department of Energy's Home Energy Score programs and comply with the program requirements. 

 

Real Estate Professionals

Real estate professionals can assist homeowners in complying with the Home Energy Score program, and play a crucial role in displaying the Home Energy Report and Score once it is generated by a certified assessor. 
 

Which Sellers Need to Comply

The policy only applies to home sellers that are listing or advertising a home for sale publicly in any manner starting on or after October 1, 2020, and within Milwaukie’s jurisdictional city boundary.

To confirm that your client’s house is within Milwaukie city limits, enter the address in Milwaukie Maps 'Lookup' Tool and look for “Yes” next to “In Milwaukie?”. 
 

Finding Home Energy Scores

As soon as the Home Energy Assessor uploads the data points into the software, the report will be available at the Green Building Registry.

Enter the property address and search. The Home Energy Score record will appear on the left side of the screen.

Scroll down to the bottom of the record to see the Green Verification URL which can be copied and pasted into any listing service. There will also be a PDF icon which can be clicked to download and print a copy of the report. 
 

How to post the Home Energy Score

The Home Energy Report should be easily available and accessible to any prospective buyer. What does this mean? It should be included in any listing or advertising. Include the score and a link to the report which can be found with a simple address search at the Green Building Registry. In either case, place hard copy print-outs of the report in a location in the house where buyers will see it. Consider the kitchen counter or dining room table.

 

Posting a client's house on RMLS

RMLS subscribers can auto-populate Home Energy Scores and Report URLs directly into listings. Using this feature will ensure that both the Score and Report URL can be seen by the general public. Using other fields in RMLS or uploading a PDF of the Report directly to RMLS will not surface the Score and report URL to the general public.

Home Energy Assessors

Milwaukie's Home Energy Score (HES) program is under the larger Oregon Department of Energy (ODOE) Home Energy Score program. Because ODOE partnered with the U.S. Derpartment of Energy (US DOE) to assist municipalities in creating their own HES programs, home energy assessors must become certified through ODOE to perform HES assessments outside of the City of Portland. Apply to Become a ODOE Certified Home Energy Assessor 

​ODOE certified home energy assessors can assign a Home Energy Score to residential buildings in the City of Milwaukie.  Assessors must complete training from an Oregon Department of Energy-approved source. Visit the ODOE HES Assessor page to view the Home Energy Assessor Training Certification Form​ for a list of approved training courses. 

The Oregon Department of Energy has partnered with nonprofit Earth Advantage​ to implement the statewide home energy scoring program. Earth Advantage created a ​Roadmap (see below for the PDF) for becoming an approved assessor.
